本招標項目為國軒高科新建鋰電池120GWh產線電芯設備集中采購項目，現對外進行公開招標，邀請有興趣的投標人前來投標，并提供下述規定的資料。符合資格和資質規定的投標人（以下簡稱申請人）將被正式邀請參加投標。

This bidding project is for the centralized procurement of cell equipment for Gotion High-tech's new 120GWh lithium-ion battery production line. Public bidding is hereby invited. All interested bidders are welcome to participate and are required to submit the documents specified below. Bidders (hereinafter referred to as applicants) who meet the qualification and eligibility requirements will be formally invited to participate in this tender.

3.?申請人資格要求 Applicant Qualification Requirements

? 3.1 本次資格預審要求申請人應為法律上和財務上獨立的法人或依法登記注冊的組織，是來自中華人民共和國或是與中華人民共和國有正常貿易往來的國家或地區的法人或其他組織；

The pre-qualification requires that the applicant should be a legally and financially independent juridical person or organization registered in accordance with the law, a juridical person or other organization from the People's Republic of China or a country or region with which the People's Republic of China has normal trade relations can bid;

? 3.2 投標主體需具有鋰電行業與本次招標設備一致的設計經驗，并具有近3年海外鋰電業績和成熟案例，以及具有良好的售后服務信譽；

The bidding entity should have design experience in the lithium industry consistent with this tender equipment, and have the performance and mature cases in the lithium industry in the past 3 years, as well as a good reputation for after-sales service;

? 3.3 申請人應具有有效期內的營業執照，注冊資金應達到2000萬元人民幣及以上；

The applicant shall have a valid business license and the registered capital shall be RMB 20 million and above;

******銀行在開標日前三個月內開具的資信證明原件或該原件的復印件;

The original credit certificate?or a copy issued by the applicant's bank within 3 months before the opening date of the tender;

? 3.5 申請人必須為增值稅一般納稅人，能開具增值稅專用發票，并提供相關證明文件；

The applicant must be a general VAT payer, capable of issuing VAT invoices, and provide relevant supporting documents;

? 3.6 申請人需熟悉使用地的設備設計標準與流程，以及使用地相關法律法規；須具備設備進出口資質與經驗，以及具備產線設計、安裝、調試投產、交付全過程通過UL、ETL、CE等認證的能力（激光類設備須符合FDA標準）；

The applicant must be familiar with the equipment design standards and processes in the place of use, as well as the relevant laws and regulations in the place of use; must have the qualification and experience in the import and export of equipment, as well as the ability to pass UL, ETL, CE and other certifications during the whole process of production line design, installation, commissioning and delivery (laser equipment must comply with the FDA standards);

? 3.7 申請人應具有海外鋰電行業電芯生產線成功落地實施案例；熟悉出口至海外設備設計標準及要求。有出口設備至海外，并順利完成安裝調試、生產的經驗（需提交案例資料）；

The applicant should have successful implementation cases of overseas lithium battery industry cell production line, be familiar with the design standards and requirements of equipment exported to overseas, have the experience of exporting equipment to overseas and successfully completing the installation, commissioning and production (need to submit case information);

? 3.8 申請人應具備專業的產線設計團隊，具備方案階段整線3D建模渲染及仿真視頻能力，具備產線設備風險評估能力，在產線設備技術方案凍結前，務必提供所設計的產線設備風險評估報告；

The applicant should have a professional production line design team, with the ability of 3D modeling rendering and simulation video of the whole line at the programme stage, with the ability of risk assessment of the production line equipment, and be sure to provide a risk assessment report of the designed production line equipment before the freeze of the technical programme of the production line equipment;

? 3.9 申請人應具有足夠的設備制造產能與調試場地，在規定的時間內完成設備加工制作，并在發貨前完成設備聯機調試；

The applicant shall have sufficient equipment manufacturing capacity and commissioning sites to complete equipment processing and fabrication within the stipulated time and complete equipment on-line commissioning before shipment;

? 3.10 申請人應具有專業的項目管理團隊，項目經理應具備豐富的海外鋰電池產線建設項目經驗，需保證項目各時間節點工作符合項目進度要求和質量要求，可以使用英語作為工作語言；

The applicant should have a professional project management team, the project manager should have rich experience in overseas lithium battery production line construction projects, need to ensure that the project work at all milestones in line with the project schedule and quality requirements, can use English as a working language;

******服務中心（不含商業合作模式，售后人員＞10人），且具備設計團隊和能力，能定期直接到海外工廠進行對接或售后服務；

The bidder should have an overseas branch or after-sales service centre (excluding commercial cooperation mode, with after-sales personnel > 10), and have a design team and the ability to go directly to overseas factories on a regular basis for work execution or after-sales service；

******有限公司的審核確認，具體確認的內容、時間、地點另行通知，審核確認結果以報告為準；

The applicant's product model and technical solution configuration for bidding shall be confirmed by the audit of Hefei Gotion-Hightech Power Energy Co.,Ltd., the specific content, time and location will be notified separately, and the verification results shall be subject to the report;

******有限公司的資格審核，審核的具體內容、時間、地點另行通知，審核通過后方可參加投標；

The applicant shall pass the qualification audit of Hefei Gotion-Hightech Power Energy Co., Ltd., within the specified time, and the specific content, time and location of the audit shall be notified later. Only after passing the audit will the applicant be allowed to participate the tender;

? 3.14 申請人須提供2022年1月1日至今類似項目的成熟案例（數量≥3，須具有行業排名前十的主流鋰電池工廠海外整線建設落地的成熟案例），提供合同復印件（含合同名稱、合同金額、合同簽訂日期、合同蓋章頁、驗收證明等內容。所提供合同以合同簽署日期為準；若為框架合同則以框架合同加訂單為準。原件備查），且合同期內未出現嚴重違約或關鍵部分未出現重大的技術及質量問題；

The applicant must provide mature cases of similar projects from January 1, 2022 to the present (number ≥ 3, must be the Top 10 mainstream of the industry's lithium battery factory mature cases), providing copies of contracts (including contract name, contract amount, contract signing date, contract seal page, acceptance certificate, etc. The contract provided shall be subject to the contract signing date; In case of framework contract, the framework contract plus order shall prevail. The original should be available for inspection). There is no serious breach of contract or major technical and quality problems in key parts during the contract period;

? 3.15 申請人不得存在下列情形之一??The applicant shall not be under any of the following circumstances：

? 3.15.1 申請人被責令停業或破產狀態的；

? The applicant is ordered to cease operations or bankruptcy status;

? 3.15.2 申請人被暫停或取消投標資格的；

? The applicant is suspended or disqualified from bidding;

? 3.15.3 申請人財產被重組、接管、查封、扣押或凍結的；

? The applicant's property is reorganized, taken over, seized or frozen;

? 3.15.4 申請人在最近三年內有騙取中標或嚴重違約的；

? The applicant has fraudulently won the bid or serious breach of contract in the last 3 years;

? 3.15.5 申請人在我司最近三年內有無故棄標或其他違約行為的；

? The applicant who has abandoned bids without cause or other breaches of contract within the last 3 years in our company;

? 3.15.6 法定代表人為同一人的兩個及兩個以上法人，母公司、全資子公司及其控股公司，不得在本項目招標中同時參加；

? Two or more juridical persons with the same legal representative, parent company, wholly-owned subsidiary and its holding company, shall not participate in the bidding of this project at the same time;

? 3.16 法律法規規定的其他必須符合的要求。

? ?The applicant does not comply with other mandatory requirements of laws and regulations.

4.報名須知 Registration Instructions

? 4.1 報名時間：自2025年10月01日起 至 2025年10月15日下午17:00(北京時間)止，逾期不予受理。

4.2.6 近三年的財務報表資料，以及資格要求中3.4條的資信證明；

Financial statement information of the last 3 years, and the proof of credit certification in Article 3.4 of the qualification requirements;

4.2.7 本次報名，以上資料除特殊備注外，均提供復印件，須按順序裝訂成冊，并加蓋公司公章，掃描件發送至下述聯系郵箱（郵件格式：項目名稱+標包名稱+公司全稱+聯系人+手機+郵箱），原件需備好待查。

For this registration, except for special remarks, all copies of the above information shall be provided, which shall be bound into a book in order and stamped with the official seal of the company. The scanned copy shall be sent to the following email address (email format: project name + package name + full name of the company + contact person + mobile phone + email address), and the original copy shall be available for inspection.

? 4.3 我公司將對申請人進行資格審核，通過審核的申請人方可參與此次項目投標。

Our company will audit the applicants' qualifications, and only after passing the audit will they be allowed to participate the tender.

本次招標公告只在國軒高科官網招標平臺（******）上發布，其他媒體轉載無效。

The bidding announcement will only be published on the bidding platform of the official website of Gotion High-tech (******).?Reproduction by other media is invalid.
