二、申請人的資格要求 2. Qualification Requirements for Bidder

(a)滿足《中華人民共和國政府采購法》第二十二條規定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落實政府采購政策需滿足的資格要求：（1）項目執行《政府采購促進中小企業發展管理辦法》的通知（財庫〔2020〕46號）及《關于進一步加大政府采購支持中小企業力度》的通知（財庫〔2022〕19號）；（2）落實預留份額措施，提高小微企業在政府采購中的份額，扶持小微企業政策：本項目專門面向小微企業采購，評審時小微企業產品均不執行價格折扣優惠；（3）扶持殘疾人福利性單位，并將其視同小微型企業；（3）扶持監獄企業、殘疾人福利性單位，并將其視同小微型企業；（4）優先采購節能環保產品政策：在技術、服務等指標同等條件下，對財政部財庫〔2019〕18號和財政部財庫〔2019〕19號文公布的節能環保產品品目清單中的產品實行優先采購；對節能產品品目清單中以“★”標注的產品，實行強制采購。供應商須提供具有國家確定的認證機構出具的、處于有效期之內的認證證書方能享受優先采購或強制采購政策；（5）購買國貨政策：本項目不接受進口產品；（6）按照《中小企業劃分標準規定》（工信部聯企業[2011]300號），本項目小微企業所屬的行業為其他未列明行業。 ? ? ? ?

(b)Qualification requirements to be met to implement government procurement policies:?(1) The project implements the "Notice on Promoting the Development of Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2020] No. 46) and the "Notice on Further Increasing the Support for Small and Medium-sized Enterprises through Government Procurement" (CAI Ku [2022] No. 19). (2) Implement the reserved share measures, increase the share of small and micro enterprises in government procurement, and support policies for small and micro enterprises: This project is specifically targeted at small and micro enterprises for procurement. During the review process, no price discount benefits will be implemented for products from small and micro enterprises.
