(c)本項目的特定資格要求：（1）響應單位須為中華人民共和國境內依法注冊的法人或其他組織；
（2）參加此項磋商活動前三年內，在政府經營的采購活動中沒有因違反有關法律法規受到刑事處罰；
（3）單位負責人為同一人或者存在直接控股、管理關系的不同供應商，不得參加同一合同下的政府采購活動；
（4）投標人須持有自然資源主管部門頒發的有效期內的城鄉規劃（國土空間規劃）編制單位乙級及以上資質證書，并同時持有中國土地學會頒發的土地規劃機構乙級及以上資質證書（提供證書掃描件加蓋本單位公章或行政主管部門網上打印加蓋本單位公章的電子證書掃描件）。
