強(qiang)化組(zu)織(zhi)保障(zhang),壓(ya)實工(gong)(gong)作責任。成(cheng)立水電氣熱網聯(lian)合報裝“一件事”工(gong)(gong)作專班(ban),構建“牽頭(tou)抓總、分工(gong)(gong)協作、齊抓共(gong)管”的工(gong)(gong)作格局,為聯(lian)辦工(gong)(gong)作提供組(zu)織(zhi)支撐(cheng)。

深化協同聯(lian)動(dong),理(li)順(shun)服務(wu)(wu)(wu)流程(cheng)。圍繞企(qi)業和(he)群眾全生(sheng)命(ming)周期服務(wu)(wu)(wu)需(xu)求,聚焦政務(wu)(wu)(wu)服務(wu)(wu)(wu)堵點、痛點,系統梳理(li)聯(lian)合報裝(zhuang)審批流程(cheng)、材料清單及(ji)審查要點,為企(qi)業和(he)群眾提供精準指導,先后組織開展業務(wu)(wu)(wu)骨干專項培訓3次。
聚焦問(wen)題(ti)破解,提(ti)升服務(wu)效能。定(ding)期召開經(jing)驗交流會,聯合聯辦(ban)(ban)單位、水(shui)(shui)電(dian)氣(qi)熱(re)網企(qi)業(ye)(ye)(ye)梳理辦(ban)(ban)件(jian)(jian)(jian)難(nan)點與咨(zi)詢(xun)熱(re)點,針(zhen)對(dui)(dui)(dui)性制(zhi)定(ding)解決方案。針(zhen)對(dui)(dui)(dui)跨(kua)部門(men)銜接(jie)不(bu)(bu)暢、材料多頭提(ti)交問(wen)題(ti)。建(jian)立“聯絡員(yuan)即時(shi)響應(ying)機(ji)制(zhi)”,以“快速響應(ying)、閉環解決、高(gao)效協作(zuo)”為核(he)心,實現跨(kua)部門(men)業(ye)(ye)(ye)務(wu)銜接(jie)“零(ling)卡頓”、材料提(ti)交“減(jian)(jian)環節”,保障水(shui)(shui)電(dian)氣(qi)熱(re)網聯合報裝等“一(yi)件(jian)(jian)(jian)事”流程(cheng)順(shun)暢,減(jian)(jian)少企(qi)業(ye)(ye)(ye)和群(qun)眾(zhong)辦(ban)(ban)事成(cheng)本。針(zhen)對(dui)(dui)(dui)水(shui)(shui)電(dian)氣(qi)熱(re)網企(qi)業(ye)(ye)(ye)權限不(bu)(bu)足、系(xi)統接(jie)入瓶頸問(wen)題(ti)。對(dui)(dui)(dui)接(jie)省(sheng)住建(jian)廳、省(sheng)行政(zheng)審批局技術團隊(dui),爭取支(zhi)持,安排專業(ye)(ye)(ye)人員(yuan)到(dao)窗口(kou)開展系(xi)統維護與業(ye)(ye)(ye)務(wu)指導。針(zhen)對(dui)(dui)(dui)群(qun)眾(zhong)知曉度低、聯辦(ban)(ban)意愿弱問(wen)題(ti)。組(zu)織各窗口(kou)加大宣傳引導力度,嚴格落(luo)實“一(yi)窗受理、一(yi)網通辦(ban)(ban)”,壓縮辦(ban)(ban)理時(shi)限,提(ti)升聯辦(ban)(ban)辦(ban)(ban)件(jian)(jian)(jian)量(liang)與服務(wu)效率。自“高(gao)效辦(ban)(ban)成(cheng)一(yi)件(jian)(jian)(jian)事”系(xi)統上線運行以來,全市辦(ban)(ban)理水(shui)(shui)電(dian)氣(qi)熱(re)網“一(yi)件(jian)(jian)(jian)事”12.6059萬件(jian)(jian)(jian),辦(ban)(ban)件(jian)(jian)(jian)量(liang)位居全省(sheng)前列。其(qi)中既有建(jian)筑個人申(shen)請事項(xiang)12.5474萬件(jian)(jian)(jian)、單位申(shen)請事項(xiang)477件(jian)(jian)(jian),新建(jian)(改建(jian)、擴(kuo)建(jian))項(xiang)目申(shen)請事項(xiang)108件(jian)(jian)(jian)。
